What is SCALE?

SCALE supports cross-sector coalitions in small and midsized cities (pop. 50,000–500,000) to advance inclusive economic development through two focused tracks:

Community Wealth Building: Democratizes wealth and fosters economic equity through shared ownership, cooperatives, and participatory models.

Inclusive Capital: Supports commercial and mixed-use development through anchor-led coalitions leveraging mission-aligned investments and inclusive capital tools.

How to apply

Applying to SCALE is a collaborative effort. Coalitions must choose a track, confirm eligibility, assemble cross-sector partners, and complete a single streamlined application. Finalists will be invited to a virtual interview with NGIN before selections are finalized.
